Garnett Manning is a former member of Brampton City Council, elected to represent the residents of Wards 9 and 10 in the 2003 election.

Over the past two decades, Garnett Manning has developed a strong track record of dedicating himself to community volunteer services, driven by his commitment to the philosophy that a community can be strong only when its families are strong and when its children and youth feel loved, have a sense of belonging and are motivated to succeed.

From day one in Council, Manning says he plans to be the Councilor best known for being out on the street. He has worked for a number of grassroots organizations, including serving as a Member of the United Achievers in Brampton and the Brampton Citizens for a Great City Advisory Committee. He has been awarded for his participation in the Brampton Clean City Program and has been involved in the Regent Park Outreach Program, helping to empower families for more than four years.  He is also a recipient of the Black History Makers Award 2004.

Manning’s vision for the City of Brampton is to harness and channel its diversity into an exemplary social and economic community, giving priority to meeting the needs of its people. Certain cultures are known for their strengths and Manning hopes to create a dialogue within Brampton’s multi-cultural community to unite these strengths.

The City of Brampton is now more diverse and sophisticated than it has ever been, according to Manning. Rapid demographic changes present many challenges to the City, calling for creative and innovative solutions. Using his business experience and strong community orientation on City Council, Manning says he is equipped to contribute to strategies that will enable the City of Brampton to mature into an even more successful community.

Garnett Manning served on several committees at the City of Brampton, these include Corporate Services & Finance, Audit Sub-committee, Brampton Clean City, Growth Management Steering committee, Official Plan Steering Committee and Transportation, Transit Master Plan, Brampton Public Library, Brampton Seniors Council and St. Leonard’s House.   The St. Leonard's Society is doing a wonderful job of safely and successfully re-integrating offenders into the community. The new residence will provide accommodation, programming and social support services for 19 federal offenders and for 10 local, homeless men. One of the unique features of the new residence is that it has also been designed to respond to the needs of the homeless in the Brampton area. 

Young people are one of his many passions.
 
He is a motivational speaker who encourages people to strive to achieve their full potential and their God given abilities.

Manning is a graduate of George Brown College of Applied Arts and Technology, a certified journeyman and tool room machinist. He also holds a Diploma in Biblical Studies, and is currently pursuing a Bachelor of Theology degree.

At present Mr. Manning is offering consultancy to many business houses in the areas of Organization planning, Community-based Marketing,  Advertising and Communication.
